There is no minimum age required in the Civil aviation order(ie. the law), in another word, anyone can travel by him/herself. However, there are different age restrictions for each airline due to their insurance policies. As far as i know, 13 seem fine for most major airlines, although some bargain airlines would push this to 18 in order to reduce the cost of insurance.
